6.) To do the rain effect I started on a new layer using a large Brush and set the Mode to Dissolve
and the Opacity to 6%. Lightly go over the whole photo with this so it is about the density of snow fall
7.) Go to the filters menu and under blur select motion blur.
These are my settings
Angle -74
Distance 78
8.) Duplicate the Rain layer and merge then lower the opacity to about 74%
